सार्थिकानां शस्त्र आवरणम् अन्त पाला गृह्णीयुः, समुद्रम् अवचारयेयुर् वा ॥
Boundary-guards shall take away the weapons and armour possessed by caravans unless the latter are provided with a passport to travel with weapons.
english translation
sArthikAnAM zastra AvaraNam anta pAlA gRhNIyuH, samudram avacArayeyur vA ॥
hk transliteration by Sanscriptयात्राम् अभ्युत्थितो वा सेनाम् उद्योजयेत् ॥
When starting on a military tour, the king shall put his army in action.
english translation
yAtrAm abhyutthito vA senAm udyojayet ॥
hk transliteration by Sanscriptततो वैदेहक व्यञ्जनाः सर्व पण्यान्य् आयुधीयेभ्यो यात्रा काले द्वि गुण प्रत्यादेयानि दद्युः ॥
On such occasions, spies, under the garb of merchants, shall supply to military stations all kinds of merchandise for double the quantity of the same to be repaid in future.

tato vaidehaka vyaJjanAH sarva paNyAny AyudhIyebhyo yAtrA kAle dvi guNa pratyAdeyAni dadyuH ॥
hk transliteration by Sanscriptएवं राज पण्य योग विक्रयो वेतन प्रत्यादानं च भवति ॥
Thus not only is there afforded an opportunity for the sale of the king's merchandise, but also is there a way opened for a good return for the wages paid.
english translation
evaM rAja paNya yoga vikrayo vetana pratyAdAnaM ca bhavati ॥
hk transliteration by Sanscriptएवम् अवेक्षित आय व्ययः कोश दण्ड व्यसनं न अवाप्नोति ॥
Thus, when both the receipts and expenditure are properly cared for, the king will never find himself in financial or military difficulties.

evam avekSita Aya vyayaH koza daNDa vyasanaM na avApnoti ॥
