सार्थिकानां शस्त्र आवरणम् अन्त पाला गृह्णीयुः, समुद्रम् अवचारयेयुर् वा ॥

Boundary-guards shall take away the weapons and armour possessed by caravans unless the latter are provided with a passport to travel with weapons.

ततो वैदेहक व्यञ्जनाः सर्व पण्यान्य् आयुधीयेभ्यो यात्रा काले द्वि गुण प्रत्यादेयानि दद्युः ॥

On such occasions, spies, under the garb of merchants, shall supply to military stations all kinds of merchandise for double the quantity of the same to be repaid in future.

tato vaidehaka vyaJjanAH sarva paNyAny AyudhIyebhyo yAtrA kAle dvi guNa pratyAdeyAni dadyuH ॥

एवं राज पण्य योग विक्रयो वेतन प्रत्यादानं च भवति ॥

Thus not only is there afforded an opportunity for the sale of the king's merchandise, but also is there a way opened for a good return for the wages paid.
