कोशम् अकोशः प्रत्युत्पन्न अर्थ कृच्छ्रः संगृह्णीयात् ॥

THE king who finds himself in a great financial trouble and needs money, may collect (revenue by demand).

जन पदं महान्तम् अल्प प्रमाणं वा अदेव मातृकं प्रभूत धान्यं धान्यस्य अंशं तृतीयं चतुर्थं वा याचेत, यथा सारं मध्यम् अवरं वा ॥

In such parts of his country as depend solely upon rain for water and are rich in grain, he may demand of his subjects one-third or one-fourth of their grain according to their capacity. He shall never demand of such of his subjects as live in tracts of middle or low quality.

jana padaM mahAntam alpa pramANaM vA adeva mAtRkaM prabhUta dhAnyaM dhAnyasya aMzaM tRtIyaM caturthaM vA yAceta, yathA sAraM madhyam avaraM vA ॥

दुर्ग सेतु कर्म वणिक् पथ शून्य निवेश खनि द्रव्य हस्ति वन कर्म उपकारिणं प्रत्यन्तम् अल्प प्रमाणं वा न याचेत ॥

nor of people who are of great help in the construction of fortifications, gardens, buildings, roads for traffic, colonisation of waste lands, exploitation of mines, and formation of forest-preserves for timber and, elephants; nor of people who live on the border of his kingdom or who have not enough subsistence.

durga setu karma vaNik patha zUnya niveza khani dravya hasti vana karma upakAriNaM pratyantam alpa pramANaM vA na yAceta ॥

धान्य पशु हिरण्य आदि निविशमानाय दद्यात् ॥

He shall, on the other hand, supply with grain and cattle those who colonise waste lands.

चतुर्थम् अंशं धान्यानां बीज भक्त शुद्धं च हिरण्येन क्रीणीयात् ॥

He may purchase for gold one-fourth of what remains, after deducting as much of the grain as is required for seeds and subsistence of his subjects.

caturtham aMzaM dhAnyAnAM bIja bhakta zuddhaM ca hiraNyena krINIyAt ॥
