Arthashastra
येषां वा दूष्याणां जात मूलाः कलहास् तेषां क्षेत्र खल वेश्मान्य् आदीपयित्वा बन्धु संबन्धिषु वाहनेषु वा तीक्ष्णाः शस्त्रं पातयित्वा तथैव ब्रूयुः "अमुना प्रयुक्ताः स्मः" इति ॥
When there arises a quarrel among seditious persons, fiery spies may set fire to their fields, harvest-grounds, and houses, hurl weapons on their relatives, friends and beasts of burden, and say that they did so at the instigation of the seditious.
english translation
yeSAM vA dUSyANAM jAta mUlAH kalahAs teSAM kSetra khala vezmAny AdIpayitvA bandhu saMbandhiSu vAhaneSu vA tIkSNAH zastraM pAtayitvA tathaiva brUyuH "amunA prayuktAH smaH" iti ॥
