राज्य उपघातिनस् तु वल्लभाः संहता वा ये मुख्याः प्रकाशम् अशक्याः प्रतिषेद्धुं दूष्याः तेषु धर्म रुचिर् उपांशु दण्डं प्रयुञ्जीत ॥
The king in the interests of righteousness may inflict punishment in secret on those courtiers or confederacy of chiefs who are dangerous to the safety of the kingdom and who cannot be put down in open daylight.
english translation
rAjya upaghAtinas tu vallabhAH saMhatA vA ye mukhyAH prakAzam azakyAH pratiSeddhuM dUSyAH teSu dharma rucir upAMzu daNDaM prayuJjIta ॥
