"प्रकृति राज विवादयोः प्रकृइति विवादः प्रकृतीनां भेदकः पर अभियोगान् आवहति, राज विवादस् तु प्रकृतीनां द्वि गुण भक्त वेतन परिहार करो भवति" इत्य् आचार्याः ॥
My teacher says that of the quarrels among the people and among kings, quarrel among the people brings about disunion and thereby enables an enemy to invade the country, whereas quarrel among kings is productive of double pay and wages and of remission of taxes to the people.
english translation
"prakRti rAja vivAdayoH prakRiti vivAdaH prakRtInAM bhedakaH para abhiyogAn Avahati, rAja vivAdas tu prakRtInAM dvi guNa bhakta vetana parihAra karo bhavati" ity AcAryAH ॥
