राज विवादस् तु पीडन उच्छेदनाय प्रकृतीनां द्वि गुण व्यायाम साध्य इति ॥
whereas quarrel among kings causes trouble and destruction to the people and requires double the energy for its settlement.
english translation
rAja vivAdas tu pIDana ucchedanAya prakRtInAM dvi guNa vyAyAma sAdhya iti ॥
