स्व चक्र पीडनं प्रकृति पुरुष मुख्य उपग्रह विघाताभ्यां शक्यते वारयितुम् एक देशं वा पीडयति, सर्व देश पीडनं तु पर चक्रं विलोप घात दाह विध्वंसन अपवाहनैः पीडयति इति ॥
troubles due to one's own Circle can be got rid of by arresting or destroying the leaders among the subjective people; or they may be injurious to a part of the country, whereas troubles due to an enemy's Circle of States cause oppression by inflicting loss and destruction and by burning, devastation, and plunder.
