नवस् तु राजा बल आवर्जितं "मम इदं राज्यम्" इति यथा इष्टम् अनवग्रहश् चरति ॥

सामुत्थायिकैर् अवगृहीतो वा राज्य उपघातं मर्षयति ॥
when pressed by combined kings (for plunder), he tolerates their oppression of the country.

प्रकृतिष्व् अरूढः सुखम् उच्छेत्तुं भवति इति ॥
Or having no firm control over the elements of the state, he is easily removed.

व्याधिते विशेषः पाप रोग्य पाप रोगी च ॥
There is this difference among diseased kings: a king who is morally diseased, and a king who is suffering from physical disease
