अर्थ एव प्रधान इति कौटिल्यः ॥
Kautilya holds that wealth and wealth alone is important.

अर्थ मूलौ हि धर्म कामाव् इति ॥
Inasmuch as charity and desire depend upon wealth for their realisation.

मर्यादां स्थापयेद् आचार्यान् अमात्यान् वा, य एनम् अपाय स्थानेभ्यो वारयेयुः, छाया नालिका प्रतोदेन वा रहसि प्रमाद्यन्तम् अभितुदेयुः ॥
Those teachers and ministers who keep him from falling a prey to dangers, and who, by striking the hours of the day as determined by measuring shadows (chháyánálikápratodena) warn him of his careless proceedings even in secret shall invariably be respected.

सहाय साध्यं राजत्वं चक्रम् एकं न वर्तते । कुर्वीत सचिवांस् तस्मात् तेषां च शृणुयान् मतम् ॥
Sovereignty (rájatva) is possible only with assistance. A single wheel can never move. Hence he shall employ ministers and hear their opinion.
