एकश् च मन्त्री यथा इष्टम् अनवग्रहश् चरति ॥
A single minister proceeds willfully and without restraint.
english translation
ekaz ca mantrI yathA iSTam anavagrahaz carati ॥
hk transliteration by Sanscriptद्वाभ्यां मन्त्रयमाणो द्वाभ्यां संहताभ्याम् अवगृह्यते, विगृहीताभ्यां विनाश्यते ॥
In deliberating with two ministers, the king may be overpowered by their combined action, or imperiled by their mutual dissension.
english translation
dvAbhyAM mantrayamANo dvAbhyAM saMhatAbhyAm avagRhyate, vigRhItAbhyAM vinAzyate ॥
hk transliteration by Sanscriptतत् त्रिषु चतुषु वा कृच्छ्रेण उपपद्यते ॥
But with three or four ministers he will not come to any serious grief.
english translation
tat triSu catuSu vA kRcchreNa upapadyate ॥
hk transliteration by Sanscriptमहा दोषम् उपपन्नं तु भवति ॥
but will arrive at satisfactory results.

mahA doSam upapannaM tu bhavati ॥
hk transliteration by Sanscriptततः परेषु कृच्छ्रेण अर्थ निश्चयो गम्यते, मन्त्रो वा रक्ष्यते ॥
With ministers more than four in number, he will have to come to a decision after a good deal of trouble; nor will secrecy of counsel be maintained without much trouble.
