तस्माद् बुद्धि वृद्धैः सार्धम् अध्यासीत मन्त्रम् ॥
Hence he shall sit at deliberation with persons of wide intellect.

न कंचिद् अवमन्येत सर्वस्य शृणुयान् मतम् । बालस्य अप्य् अर्थवद् वाक्यम् उपयुञ्जीत पण्डितः ॥
He shall despise none, but hear the opinions of all. A wise man shall make use of even a child's sensible utterance.

"एतन् मन्त्र ज्ञानम्, न एतन् मन्त्र रक्षणम्" इति पाराशराः ॥
"This is," says Parásara "ascertaining the opinions of others, but not keeping counsels.

यद् अस्य कार्यम् अभिप्रेतं तत् प्रतिरूपकं मन्त्रिणः पृच्छेत् "कार्यम् इदम् एवम् आसीत्, एवं वा यदि भवेत्, तत् कथं कर्तव्यम्" इति ॥
He shall ask his ministers for their opinion, on a work similar to the one he has in view, telling them that "this is the work; it happened thus; what is to be done if it will turn out thus."
