सा एषा मन्त्रि परम्परा मन्त्रं भिनत्ति ॥

This kind of successive line of ministers tends to the disclosure of counsels.

sA eSA mantri paramparA mantraM bhinatti ॥

तस्मान् न अस्य परे विद्युः कर्म किंचिच् चिकीर्षितम् । आरब्धारस् तु जानीयुर् आरब्धं कृतम् एव वा ॥

Hence no outside person shall know anything of the work which the king has in view. Only those who are employed to carry it out shall know it either when it is begun or when accomplished.

tasmAn na asya pare vidyuH karma kiMcic cikIrSitam । ArabdhAras tu jAnIyur ArabdhaM kRtam eva vA ॥

न एकस्य मन्त्र सिद्धिर् अस्ति" इति विशाल-अक्षः ॥

“No deliberation,” says Visáláksha, “made by a single person will be successful.

na ekasya mantra siddhir asti" iti vizAla-akSaH ॥

प्रत्यक्ष परोक्ष अनुमेया हि राज वृत्तिः ॥

The nature of the work which a sovereign has to do is to be inferred from the consideration of both the visible and invisible causes.

pratyakSa parokSa anumeyA hi rAja vRttiH ॥

अनुपलब्धस्य ज्ञानम् उपलब्धस्य निश्चित बल आधानम् अर्थ द्वैधस्य संशयच् छेदनम् एक देश दृष्टस्य शेष उपलब्धिर् इति मन्त्रि साध्यम् एतत् ॥

The perception of what is not or cannot be seen, the conclusive decision of whatever is seen, the clearance of doubts as to whatever is susceptible of two opinions, and the inference of the whole when only a part is seen--all this is possible of decision only by ministers.

anupalabdhasya jJAnam upalabdhasya nizcita bala AdhAnam artha dvaidhasya saMzayac chedanam eka deza dRSTasya zeSa upalabdhir iti mantri sAdhyam etat ॥
