Carelessness, intoxication, talking in sleep, love and other evil habits of councillors are the causes of the betrayal of counsels.

तस्माद् आद्रक्षेन् मन्त्रम् ॥
Whoever is of hidden nature or is disregarded will disclose counsels.

"मन्त्र भेदो ह्य् अयोग क्षेम करो राज्ञस् तद् आयुक्त पुरुषाणां च ॥
Disclosure of counsels is advantageous to persons other than the king and his officers.
