तेषां हि प्रमाद मद सुप्त प्रलापाः, काम आदिर् उत्सेकः, प्रच्छन्नो अवमतो वा मन्त्रं भिनत्ति ॥
Carelessness, intoxication, talking in sleep, love and other evil habits of councillors are the causes of the betrayal of counsels.
english translation
teSAM hi pramAda mada supta pralApAH, kAma Adir utsekaH, pracchanno avamato vA mantraM bhinatti ॥

Whoever is of hidden nature or is disregarded will disclose counsels.

Disclosure of counsels is advantageous to persons other than the king and his officers.

"Hence," says Bháradvája, "the king shall singly deliberate over secret matters.

tasmAd guhyam eko mantrayeta iti bhAradvAjaH ॥
