तेषाम् अभीक्ष्ण विनिपाते तूष्णीं दण्डः प्रतिषेधः ॥
If they (the three sources) frequently differ, the spies concerned shall either be punished in secret or dismissed.
english translation
teSAm abhIkSNa vinipAte tUSNIM daNDaH pratiSedhaH ॥
hk transliteration by Sanscriptकण्टक शोधन उक्ताश् च अपसर्पाः परेषु कृत वेतना वसेयुर् असम्पातिनश् चार अर्थम् ॥
Those spies who are referred to in Book IV, "Removal of Thorns," shall receive their salaries from those kings (para, i.e., foreign) with whom they live as servants. but when they aid both the states in the work of catching hold of robbers.

kaNTaka zodhana uktAz ca apasarpAH pareSu kRta vetanA vaseyur asampAtinaz cAra artham ॥
hk transliteration by Sanscriptत उभय वेतनाः ॥
they shall become recipients of salaries from both the states (ubhayavetanáh).

ta ubhaya vetanAH ॥
hk transliteration by Sanscriptगृहीत पुत्र दारांश् च कुर्याद् उभय वेतनान् । तांश् च अरि प्रहितान् विद्यात् तेषां शौचं च तद्विधैः ॥
Those whose sons and wives are kept (as hostages) shall be made recipients of salaries from two states and considered as under the mission of enemies. Purity of character of such persons shall be ascertained through persons of similar profession.

gRhIta putra dArAMz ca kuryAd ubhaya vetanAn । tAMz ca ari prahitAn vidyAt teSAM zaucaM ca tadvidhaiH ॥
hk transliteration by Sanscriptएवं शत्रौ च मित्रे च मध्यमे च आवपेच् चरान् । उदासीने च तेषां च तीर्थेष्व् अष्टादश स्व् अपि ॥
Thus with regard to kings who are inimical, friendly, intermediate, of low rank, or neutral, and with regard to their eighteen government departments (ashtáldasa-tírtha), spies shall be set in motion.
