पणितः कल्याण बुद्धिम् अनुगृह्णीयात् अन्यथा विक्रमेत ॥

the latter may accept the terms if the proposer is of good intentions: but otherwise war may be declared.

जात व्यसन प्रकृति रन्ध्रम् अभिहन्तु कामः स्व् आरब्धम् एक अन्त सिद्धिं वा अस्य कर्म उपहन्तु कामो मूले यात्रायां वा प्रहर्तु कामो यातव्याद् भूयो लभमानो वा ज्यायांसं हीनं समं वा भूयो याचेत ॥

When, with the desire of putting down a king in troubles due to the diminished strength of the elements of sovereignty, or with the desire of destroying his well-begun work of immense and unfailing profit, or with the intention of striking him in his own place or on the occasion of marching, one, though frequently getting immense (subsidy) from an assailable enemy of equal, inferior, or superior power, sends demands to him again and again.

jAta vyasana prakRti randhram abhihantu kAmaH sv Arabdham eka anta siddhiM vA asya karma upahantu kAmo mUle yAtrAyAM vA prahartu kAmo yAtavyAd bhUyo labhamAno vA jyAyAMsaM hInaM samaM vA bhUyo yAceta ॥

भूयो वा याचितः स्व बल रक्षा अर्थं दुर्धर्षम् अन्य दुर्गम् आसारम् अटवीं वा पर दण्डेन मर्दितु कामः प्रकृष्टे अध्वनि काले वा पर दण्डं क्षय व्ययाभ्यां योक्तु कामः पर दण्डेन वा विवृद्धस् तम् एव उच्छेत्तु कामः पर दण्डम् आदातु कामो वा भूयो दद्यात् ॥

then he may comply with the demands of the former if he is desirous of maintaining his own power by destroying with the army of the former an impregnable fortress of an enemy or a friend of that enemy or laying waste the wild tracts of that enemy, or if he is desirous of exposing the army of the ally to wear and tear even in good roads and good seasons, or if he is desirous of strengthening his own army with that of his ally and thereby putting down the ally or winning over the army of the ally.

bhUyo vA yAcitaH sva bala rakSA arthaM durdharSam anya durgam AsAram aTavIM vA para daNDena marditu kAmaH prakRSTe adhvani kAle vA para daNDaM kSaya vyayAbhyAM yoktu kAmaH para daNDena vA vivRddhas tam eva ucchettu kAmaH para daNDam AdAtu kAmo vA bhUyo dadyAt ॥

ज्यायान् वा हीनं यातव्य अपदेशेन हस्ते कर्तु कामः परम् उच्छिद्य वा तम् एव उच्छेत्तु कामः, त्यागं वा कृत्वा प्रत्यादातु कामो बल समाद् विशिष्टेन लाभेन पणेत ॥

When a king is desirous of keeping under his power another king of superior or inferior power as an assailable enemy and of destroying the latter after routing out another enemy with the help of the latter, or when he is desirous of getting back whatever he has paid (as subsidy), he may send a proposal of peace to another on the condition of paying more than the cost of the army supplied.

jyAyAn vA hInaM yAtavya apadezena haste kartu kAmaH param ucchidya vA tam eva ucchettu kAmaH, tyAgaM vA kRtvA pratyAdAtu kAmo bala samAd viziSTena lAbhena paNeta ॥

पणितस् तस्य अपकार समर्थो विक्रमेत, अन्यथा संदध्यात् ॥

If the king to whom this proposal is made is powerful enough to retaliate he may declare war; or if otherwise, he may accept the terms.
