निष्प्रधाना हि प्रकृतयो भोग्या भवन्त्य् अनुपजाप्याश् च अन्येषाम्, अनापत् सहास् तु ॥

प्रकृति मुख्य प्रग्रहैस् तु बहुधा भिन्ना गुप्ता भवन्त्य् आपत् सहाश् च ॥

they first become dispersed, when their leaders are put down; and when they are kept under restraint, they endure calamities.

prakRti mukhya pragrahais tu bahudhA bhinnA guptA bhavanty Apat sahAz ca ॥

सामवायिकानाम् अपि संधि विग्रह कारणान्य् अवेक्ष्य शक्ति शौच युक्तैः सम्भूय यायात् ॥

Having well considered the causes which bring about peace or war, one should combine with kings of considerable power and righteous character and march against one's enemy.

sAmavAyikAnAm api saMdhi vigraha kAraNAny avekSya zakti zauca yuktaiH sambhUya yAyAt ॥

शक्तिमान् हि पार्ष्णि ग्रहणे यात्रा साहाय्य दाने वा शक्तः, शुचिः सिद्धौ च असिद्धौ च यथा स्थित कारी इति ॥

„A king of considerable power,‟ means one who is strong enough to put down or capture an enemy in the rear of his friend or to give sufficient help to his friend in his march. „A king of righteous character,‟ means one who does what one has promised to do, irrespective of good or bad results.

zaktimAn hi pArSNi grahaNe yAtrA sAhAyya dAne vA zaktaH, zuciH siddhau ca asiddhau ca yathA sthita kArI iti ॥

तेषां ज्यायसा एकेन द्वाभ्यां समाभ्यां वा सम्भूय यातव्यम् इति द्वाभ्यां समाभ्यां श्रेयः ॥

Having combined with one of superior power, or with two of equal power among such kings, should the conqueror march against his enemy? It is better to march combined with two kings of equal power.

teSAM jyAyasA ekena dvAbhyAM samAbhyAM vA sambhUya yAtavyam iti dvAbhyAM samAbhyAM zreyaH ॥
