लुब्धा लोभेन असंतुष्टाः पर उपजापं लिप्सन्ते ॥

A greedy people are ever discontented and they yield themselves to the intrigues of an enemy.

lubdhA lobhena asaMtuSTAH para upajApaM lipsante ॥

विरक्ताः पर अभियोगम् अभ्युत्तिष्ठन्ते ॥

A disaffected people rise against their master along with his enemy.

viraktAH para abhiyogam abhyuttiSThante ॥

तासां हिरण्य धान्य क्षयः सर्व उपघाती कृच्छ्र प्रतीकारश् च, युग्य पुरुष क्षयो हिरण्य धान्य साध्यः ॥

When the dwindling of the people is due to want of gold and grain, it is a calamity fraught with danger to the whole of the kingdom and can be remedied with difficulty. The dearth of efficient men can be made up by means of gold and grain.

tAsAM hiraNya dhAnya kSayaH sarva upaghAtI kRcchra pratIkAraz ca, yugya puruSa kSayo hiraNya dhAnya sAdhyaH ॥

लोभ ऐकदेशिको मुख्य आयत्तः पर अर्थेषु शक्यः प्रतिहन्तुम् आदातुं वा ॥

Greed (is) partial and is found among a few chief officers, and it can be got rid of or satisfied by allowing them to plunder an enemy's wealth.

lobha aikadeziko mukhya AyattaH para artheSu zakyaH pratihantum AdAtuM vA ॥

विरागः प्रधान अवग्रह साध्यः ॥

Disaffection or disloyalty (virága) can be got rid of by putting down the leaders.
