राज्ञः प्रमाद आलस्याभ्यां योग क्षेम वधेन वा । प्रकृतीनां क्षयो लोभो वैराग्यं च उपजायते ॥
and by carelessness and negligence of himself in maintaining the security of person and property of his subjects, the king causes impoverishment, greed, and disaffection to appear among his subjects;
english translation
rAjJaH pramAda AlasyAbhyAM yoga kSema vadhena vA । prakRtInAM kSayo lobho vairAgyaM ca upajAyate ॥
hk transliteration by Sanscriptक्षीणाः प्रकृतयो लोभं लुब्धा यान्ति विरागताम् । विरक्ता यान्त्य् अमित्रं वा भर्तारं घ्नन्ति वा स्वयम् ॥
when a people are impoverished, they become greedy; when they are greedy, they become disaffected; when disaffected, they voluntarily go to the side of the enemy or destroy their own master.
english translation
kSINAH prakRtayo lobhaM lubdhA yAnti virAgatAm । viraktA yAnty amitraM vA bhartAraM ghnanti vA svayam ॥
hk transliteration by Sanscriptतस्मात् प्रकृतीनां क्षय-लोभ विराग कारणानि न उत्पादयेत्, उत्पन्नानि वा सद्यः प्रतिकुर्वीत ॥
Hence, no king should give room to such causes as would bring about impoverishment, greed or disaffection among his people. If, however, they appear, he should at once take remedial measures against them.
english translation
tasmAt prakRtInAM kSaya-lobha virAga kAraNAni na utpAdayet, utpannAni vA sadyaH pratikurvIta ॥
hk transliteration by Sanscriptक्षीणा लुब्धा विरक्ता वा प्रकृतय इति ॥
Which (of the three) is the worst--an impoverished people? greedy people? or disaffected people?
english translation
kSINA lubdhA viraktA vA prakRtaya iti ॥
hk transliteration by Sanscriptक्षीणाः पीडन उच्छेदन भयात् सद्यः संधिं युद्धं निष्पतनं वा रोचयन्ते ॥
An impoverished people are ever apprehensive of oppression and destruction (by over-taxation, etc.), and are therefore desirous of getting rid of their impoverishment, or of waging war or of migrating elsewhere.
english translation
kSINAH pIDana ucchedana bhayAt sadyaH saMdhiM yuddhaM niSpatanaM vA rocayante ॥
