यदा वा पश्येत् "व्यसनी परः, प्रकृति व्यसनं वा अस्य शेएष प्रकृतिभिर् अप्रतिकार्यम्, स्व चक्र पीडिता विरक्ता वा अस्य प्रकृतयः कर्शिता निरुत्साहाः परस्पराद् वा भिन्नाः शक्या लोभयितुम्, अग्न्य् उदक व्याधि मरक दुर्भिक्ष निमित्तं क्षीण युग्य पुरुष निचय रक्षा विधानः परः" इति तदा विगृह्य यायात् ॥

When a king finds that his enemy has fallen into troubles; that the troubles of his enemy‟s subjects can by no means be remedied; that as his enemy‟s subjects are oppressed, ill-treated, disaffected, impoverished, become effiminate and disunited among themselves, they can be prevailed upon to desert their master; that his enemy‟s country has fallen a victim to the inroads of such calamities, as fire, floods, pestilence epidemics (maraka), and famine and is therefore losing the flower of its youth and its defensive power,--then he should march after proclaiming war.

yadA vA pazyet "vyasanI paraH, prakRti vyasanaM vA asya zeeSa prakRtibhir apratikAryam, sva cakra pIDitA viraktA vA asya prakRtayaH karzitA nirutsAhAH parasparAd vA bhinnAH zakyA lobhayitum, agny udaka vyAdhi maraka durbhikSa nimittaM kSINa yugya puruSa nicaya rakSA vidhAnaH paraH" iti tadA vigRhya yAyAt ॥
