परा उपगृहीतानां च मन्त्रि पुरोहितानां परस्य प्रत्यन्तेष्व् अनेकस्थं वासं कारयेत् ॥
Ministers and priests who have been captured by the enemy should be compelled to reside in multiple locations on the borders of the enemy's territory.
english translation
parA upagRhItAnAM ca mantri purohitAnAM parasya pratyanteSv anekasthaM vAsaM kArayet ॥
hk transliteration by Sanscriptअपकार समर्थान् अनुक्षियतो वा भर्तृ विनाशम् उपांशु दण्डेन प्रशमयेत् ॥
Such of his men as are capable to hurt him, but are convinced of their own fall with that of their master, should be pacified by secret remonstrance.
english translation
apakAra samarthAn anukSiyato vA bhartR vinAzam upAMzu daNDena prazamayet ॥
hk transliteration by Sanscriptस्व देशीयान् वा परेण वा अपरुद्धान् अपवाहित स्थानेषु स्थापयेत् ॥
Such renegades of his own country as are captured along with the enemy should be made to reside in remote corners.

sva dezIyAn vA pareNa vA aparuddhAn apavAhita sthAneSu sthApayet ॥
hk transliteration by Sanscriptयश् च तत् कुलीनः प्रत्यादेयम् आदातुं शक्तः, प्रत्यन्त अटवीस्थो वा प्रबाधितुम् अभिजातः, तस्मै विगुणां भूमिं प्रयच्छेत्, गुणवत्याश् चतुर् भागं वा कोश दण्ड दानम् अवस्थाप्य, यद् उपकुर्वाणः पौर जानपदान् कोपयेत् ॥
Whoever of the enemy's family is capable to wrest the conquered territory and is taking shelter in a wild tract on the border, often harassing the conqueror, should be provided with a sterile portion of territory or with a fourth part of a fertile tract on the condition of supplying to the conqueror a fixed amount of money and a fixed number of troops, in raising which he may incur the displeasure of the people and may be destroyed by them.

yaz ca tat kulInaH pratyAdeyam AdAtuM zaktaH, pratyanta aTavIstho vA prabAdhitum abhijAtaH, tasmai viguNAM bhUmiM prayacchet, guNavatyAz catur bhAgaM vA koza daNDa dAnam avasthApya, yad upakurvANaH paura jAnapadAn kopayet ॥
