परा उपगृहीतानां च मन्त्रि पुरोहितानां परस्य प्रत्यन्तेष्व् अनेकस्थं वासं कारयेत् ॥
Ministers and priests who have been captured by the enemy should be compelled to reside in multiple locations on the borders of the enemy's territory.
