सर्व देवता आश्रम पूजनं च विद्या वाक्य धर्म शूर पुरुषाणां च भूमि द्रव्य दान परिहारान् कारयेत्, सर्व बन्धन मोक्षणम् अनुग्रहं दीन अनाथ व्याधितानां च ॥
He should always hold religious 1ife in high esteem. Learned men, orators, charitable and brave persons should be favoured with gifts of land and money and with remission of taxes. He should release all the prisoners, and afford help to miserable, helpless, and diseased persons.
english translation
sarva devatA Azrama pUjanaM ca vidyA vAkya dharma zUra puruSANAM ca bhUmi dravya dAna parihArAn kArayet, sarva bandhana mokSaNam anugrahaM dIna anAtha vyAdhitAnAM ca ॥
hk transliteration by Sanscriptचातुर्मास्येष्व् अर्ध मासिकम् अघातम्, पौर्णमासीषु च चातूरात्रिकं राज देश नक्षत्रेष्व् ऐकरात्रिकम् ॥
He should prohibit the slaughter of animals for half a month during the period of Cháturmásya (from July to September), for four nights during the full moon, and for a night on the day of the birth-star of the conqueror or of the national star.
english translation
cAturmAsyeSv ardha mAsikam aghAtam, paurNamAsISu ca cAtUrAtrikaM rAja deza nakSatreSv aikarAtrikam ॥
hk transliteration by Sanscriptयोनि बाल वधं पुंस्त्व उपघातं च प्रतिषेधयेत् ॥
He should also prohibit the slaughter of females and young ones (yonibálavadham) as well as castration.

yoni bAla vadhaM puMstva upaghAtaM ca pratiSedhayet ॥
hk transliteration by Sanscriptयच् च कोश दण्ड उपघातकम् अधर्मिष्ठं वा चरित्रं मन्येत तद् अपनीय धर्म्य व्यवहारं स्थापयेत् ॥
Having abolished those customs or transactions which he might consider either as injurious to the growth of his revenue and army or as unrighteous, he should establish righteous transactions.

yac ca koza daNDa upaghAtakam adharmiSThaM vA caritraM manyeta tad apanIya dharmya vyavahAraM sthApayet ॥
hk transliteration by Sanscriptचोर प्रकृतीनां म्लेच्छ जातीनां च स्थान विपर्यासम् अनेकस्थं कारयेत्, दुर्ग राष्ट्र दण्ड मुख्यानां च ॥
He should compel those of criminal nature and those of foreign tribes (mleccha) to frequently change their residences and live in various places, as well as the leaders of strongholds and countries.
