कर्शन पूर्वं पर्युपासन कर्म ॥

The territory that has been conquered should be kept so peacefully that it might sleep without any fear.

jana padaM yathA niviSTam abhaye sthApayet ॥

उत्थितम् अनुग्रह परिहाराभ्यां निवेषयेत्, अन्यत्र अपसरतः ॥

When it is in rebellion, it is to be pacified by bestowing re-wards and remitting taxes, unless the conqueror means to quit it.

utthitam anugraha parihArAbhyAM niveSayet, anyatra apasarataH ॥

संग्रामाद् अन्यस्यां भूमौ निवेशयेत्, एकस्यां वा वासयेत् ॥

Or he may select his battle fields in a remote part of the enemy's territory, far from the populous centres.

saMgrAmAd anyasyAM bhUmau nivezayet, ekasyAM vA vAsayet ॥

न ह्य् अजनो जन पदो राज्यम् अजन पदं वा भवति इति कौटिल्यः ॥

for, in the opinion of Kautilya, no territory deserves the name of a kingdom or country unless it is full of people.
