यो महत्य् अर्थ समुदये स्थितः कदर्यः सम्निधत्ते अवनिधत्ते अवस्रावयति वा सम्निधत्ते स्व वेश्मनि, अवनिधत्ते पौर जानपदेषु, अवस्रावयति पर विषये तस्य सत्त्री मन्त्रि मित्र भृत्य बन्धु पक्षम् आगतिं गतिं च द्रव्याणाम् उपलभेत ॥

Whoever is niggardly in spite of his immense property, hordes, deposits, or sends out—hordes in his own house, deposits with citizens or country people or sends out to foreign countries;—a spy shall find out the advisers, friends, servants, relations, partisans, as well as the income and expenditure of such a niggardly person.

english translation

yo mahaty artha samudaye sthitaH kadaryaH samnidhatte avanidhatte avasrAvayati vA samnidhatte sva vezmani, avanidhatte paura jAnapadeSu, avasrAvayati para viSaye tasya sattrI mantri mitra bhRtya bandhu pakSam AgatiM gatiM ca dravyANAm upalabheta ॥
