विपर्यये यथा आयति व्ययश् च न भक्षयति" इत्य् आचार्याः ॥
while he who proves the revenue (i.e., brings in more than he spends) as well as the officer who brings inasmuch as he spends does not eat up the revenue.
english translation
viparyaye yathA Ayati vyayaz ca na bhakSayati" ity AcAryAH ॥
hk transliteration by Sanscriptअपसर्पेण एव उपलभ्येत इति कौटिल्यः ॥
But Kautilya holds that cases of embezzlement or no embezzlement can be ascertained through spies alone.
english translation
apasarpeNa eva upalabhyeta iti kauTilyaH ॥

Whoever lessens the revenue eats the king's wealth.

yaH samudayaM parihApayati sa rAja arthaM bhakSayati ॥
hk transliteration by Sanscriptस चेद् अज्ञान आदिभिः परिहापयति तद् एनं यथा गुणं दापयेत् ॥
If owing to inadvertence he causes diminution in revenue, he shall be compelled to make good the loss.

sa ced ajJAna AdibhiH parihApayati tad enaM yathA guNaM dApayet ॥

Whoever doubles the revenue eats into the vitality of the country.
