संहता भक्षयेयुः, विगृहीता विनाशयेयुः ॥
When in concert, they eat up (the revenue). When in disunion, they mar the work.
english translation
saMhatA bhakSayeyuH, vigRhItA vinAzayeyuH ॥
hk transliteration by Sanscriptन च अनिवेद्य भर्तुः कंचिद् आरम्भं कुर्युः, अन्यत्र आपत् प्रतीकारेभ्यः ॥
Without bringing to the knowledge of their master (bhartri, the king), they shall undertake nothing except remedial measures against imminent dangers.
english translation
na ca anivedya bhartuH kaMcid ArambhaM kuryuH, anyatra Apat pratIkArebhyaH ॥
hk transliteration by Sanscriptप्रमाद स्थानेषु च एषाम् अत्ययं स्थापयेद् दिवस वेतन व्यय द्वि गुणम् ॥
A fine of twice the amount of their daily pay and of the expenditure (incurred by them) shall be fixed for any inadvertence on their part.
english translation
pramAda sthAneSu ca eSAm atyayaM sthApayed divasa vetana vyaya dvi guNam ॥
hk transliteration by Sanscriptयश् च एषां यथा आदिष्टम् अर्थं सविशेषं वा करोति स स्थान मानौ लभेत ॥
Whoever of the superintendents makes as much as, or more than, the amount of fixed revenue shall be honoured with promotion and rewards.
english translation
yaz ca eSAM yathA AdiSTam arthaM savizeSaM vA karoti sa sthAna mAnau labheta ॥

(My) teacher holds that that officer who spends too much and brings in little revenue eats it up.
