संहता भक्षयेयुः, विगृहीता विनाशयेयुः ॥
When in concert, they eat up (the revenue). When in disunion, they mar the work.

न च अनिवेद्य भर्तुः कंचिद् आरम्भं कुर्युः, अन्यत्र आपत् प्रतीकारेभ्यः ॥
Without bringing to the knowledge of their master (bhartri, the king), they shall undertake nothing except remedial measures against imminent dangers.

प्रमाद स्थानेषु च एषाम् अत्ययं स्थापयेद् दिवस वेतन व्यय द्वि गुणम् ॥
A fine of twice the amount of their daily pay and of the expenditure (incurred by them) shall be fixed for any inadvertence on their part.

यश् च एषां यथा आदिष्टम् अर्थं सविशेषं वा करोति स स्थान मानौ लभेत ॥
Whoever of the superintendents makes as much as, or more than, the amount of fixed revenue shall be honoured with promotion and rewards.

"अल्प आयतिश् चेत् महा व्ययो भक्षयति ॥
(My) teacher holds that that officer who spends too much and brings in little revenue eats it up.
