सम्निधाता कोश गृहं पण्य गृहं कोष्ठ अगारं कुप्य गृहम् आयुध अगारं बन्धन अगारं च कारयेत् ॥

THE Chamberlain (sannidhátá = one who ever attends upon the king) shall see to the construction of the treasury-house, trading-house, the store-house of grains, the storehouse of forest produce, the armoury and the jail.

english translation

samnidhAtA koza gRhaM paNya gRhaM koSTha agAraM kupya gRham Ayudha agAraM bandhana agAraM ca kArayet ॥

चतुर् अश्रां वापीम् अन्-उदक उपस्नेहां खानयित्वा पृथु शिलाभिर् उभयतः पार्श्वं मूलं च प्रचित्य सार दारु पञ्जरं भूमि समं त्रि तलम् अनेक विधानं कुट्टिम देश स्थान तलम् एक द्वारं यन्त्र युक्त सोपानं भूमि गृहं कारयेत् ॥

Having dug up a square well not too deep to be moist with water, having paved both the bottom and the sides with slabs of stone, he shall, by using strong timber, construct in that well a cage-like under-ground chamber of three stories high, the top-most being on a level with the surface of the ground, with many compartments of various design, with floor plastered with small stones, with one door, with a movable staircase, and solemnised with the presence of the guardian deity.

catur azrAM vApIm an-udaka upasnehAM khAnayitvA pRthu zilAbhir ubhayataH pArzvaM mUlaM ca pracitya sAra dAru paJjaraM bhUmi samaM tri talam aneka vidhAnaM kuTTima deza sthAna talam eka dvAraM yantra yukta sopAnaM bhUmi gRhaM kArayet ॥

तस्य उपरि उभयतो निषेधं स प्रग्रीवम् ऐष्टकं भाण्ड वाहिनी परिक्षिप्तं कोश गृहं कारयेत्, प्रासादं वा ॥

Above this chamber, the treasury house closed on both sides, with projecting roofs and extensively opening into the store-house shall be built of bricks.

english translation

tasya upari ubhayato niSedhaM sa pragrIvam aiSTakaM bhANDa vAhinI parikSiptaM koza gRhaM kArayet, prAsAdaM vA ॥

जन पद अन्ते ध्रुव निधिम् आपद् अर्थम् अभित्यक्तैः कारयेत् ॥

He may employ outcast men (abhityakta-purusha) to build at the extreme boundary of the kingdom a palacious mansion to hold substantial treasure against dangers and calamities.

पक्व इष्टका स्तम्भं चतुः शालम् एक द्वारम् अनेक स्थान तलं विवृत स्तम्भ अपसारम् उभयतः पण्य गृहं कोष्ठ अगारं च दीर्घ बहु शालं कक्ष्य आवृत कुड्यम् अन्तः कुप्य गृहम्, तद् एव भूमि गृह युक्तम् आयुध अगारं पृथग् धर्म स्थीयं महा मात्रीयं विभक्त स्त्री पुरुष स्थानम् अपसारतः सुगुप्त कक्ष्यं बन्धन अगारं कारयेत् ॥

The trading-house shall be a quadrangle enclosed by four buildings with one door, with pillars built of burnt bricks, with many compartments, and with a row of pillars on both sides kept apart. The store-house shall consist of many spacious rooms and enclose within itself the store-house of forest produce separated from it by means of wall and connected with both the underground chamber and the armoury. The court (dharmasthíya) and the office of the ministers (mahámátríya) shall be built in a separate locality. Provided with separate accommodation for men and women kept apart and with many compartments well guarded, a jail shall also be constructed.

pakva iSTakA stambhaM catuH zAlam eka dvAram aneka sthAna talaM vivRta stambha apasAram ubhayataH paNya gRhaM koSTha agAraM ca dIrgha bahu zAlaM kakSya AvRta kuDyam antaH kupya gRham, tad eva bhUmi gRha yuktam Ayudha agAraM pRthag dharma sthIyaM mahA mAtrIyaM vibhakta strI puruSa sthAnam apasArataH sugupta kakSyaM bandhana agAraM kArayet ॥
