सुरा अध्यक्षः सुरा किण्व व्यवहारान् दुर्गे जन पदे स्कन्ध आवारे वा तज् जात सुरा किण्व व्यवहारिभिः कारयेद्, एक मुखम् अनेक मुखं वा विक्रय क्रय वशेन वा ॥
BY employing such men as are acquainted with the manufacture of liquor and ferments (kinva), the Superintendent of Liquor shall carry on liquor-traffic not only in forts and country parts, but also in camps. In accordance with the requirements of demand and supply (krayavikrayavasena) he may either centralize or decentralize the sale of liquor.

surA adhyakSaH surA kiNva vyavahArAn durge jana pade skandha AvAre vA taj jAta surA kiNva vyavahAribhiH kArayed, eka mukham aneka mukhaM vA vikraya kraya vazena vA ॥
hk transliteration by Sanscriptषट् शतम् अत्ययम् अन्यत्र कर्तृ क्रेतृ विक्रेतृऋणां स्थापयेत् ॥
A fine of 600 panas shall be imposed on all offenders other than those who are manufacturers, purchasers, or sellers in liquor-traffic.

Liquor shall not be taken out of villages, nor shall liquor shops be close to each other. Lest workmen spoil the work in hand, and Aryas violate their decency and virtuous character, and lest firebrands commit indiscreet acts.

grAmAd anirNayaNam asampAtaM ca surAyAH, pramAda bhayAt karmasu JjirdiSTAnAm, maryAda atikrama bhayAd AryANAm, utsAha bhayAc ca tISkNAnAm ॥
hk transliteration by Sanscriptलक्षितम् अल्पं वा चतुर् भागम् अर्ध कुडुबं कुडुबम् अर्ध प्रस्थं प्रस्थं वा इति ज्ञात शौचा निर्हरेयुः ॥
liquor shall be sold to persons of well known character in such small quantities as one-fourth or half-a-kudumba, one kudumba, half-a-prastha, or one prastha. Those who are well known and of pure character may take liquor out of shop.
