राज मुद्रा परिवर्तने नाम कृते वा स पाद पणिकं वहनं दापयेत् ॥
When one kind of seal is used for another or when one kind of merchandise has been otherwise named (námakrite), the merchants shall pay a fine of 1¼ panás for each load (sapádapanikam vahanam dápayet).

ध्वज मूल उपस्थितस्य प्रमाणम् अर्घं च वैदेहिकाः पण्यस्य ब्रूयुः "एतत् प्रमाणेन अर्घेण पण्यम् इदं कः क्रेता" इति ॥
The merchandise being placed near the flag of the toll-house, the merchants shall declare its quantity and price, cry out thrice "who will purchase this quantity of merchandise for this amount of price,"

त्रि रुद्ध उषितम् अर्थिभ्यो दद्यात् ॥
and hand over the same to those who demand it (for that price).

क्रेतृ संघर्षे मूल्य वृद्धिः स शुल्का कोशं गच्छेत् ॥
When purchasers happen to bid for it, the enhanced amount of the price together with the toll on the merchandise shall be paid into the king's treasury.

शुल्क भयात् पण्य प्रमाण मूल्यं वा हीनं ब्रुवतस् तद् अतिरिक्तं राजा हरेत् ॥
When under the fear of having to pay a heavy toll, the quantity or the price of merchandise is lowered.
