Arthashastra
वीतंस गिलवच् च अरीन् योगैर् आचरितैः शठः । घातयेत् पर मिश्रायां विश्वासेन आमिषेण च ॥
Whenthe country is full of local enemies, they may be got rid of by making them drink poisonous (liquids); an obstinate (clever) enemy may be destroyed by spies or by means of (poisoned) flesh given to him in good faith.
english translation
vItaMsa gilavac ca arIn yogair AcaritaiH zaThaH । ghAtayet para mizrAyAM vizvAsena AmiSeNa ca ॥
