Arthashastra
यस्य वा यस्माद् भयं वैरं द्वेषो वा तं तस्माद् भेदयेयुः "अयं ते शत्रुणा संधत्ते, पुरा त्वाम् अतिसंधत्ते, क्षिप्रतरं संधीयस्व, निग्रहे च अस्य प्रयतस्व" इति ॥
When a person has reason to fear or hate another, spies may augment dissension between them by telling one of them: "This man is making an agreement with your enemy, and will soon deceive you; hence make peace (with the king) soon and attempt to put down this man."
english translation
yasya vA yasmAd bhayaM vairaM dveSo vA taM tasmAd bhedayeyuH "ayaM te zatruNA saMdhatte, purA tvAm atisaMdhatte, kSiprataraM saMdhIyasva, nigrahe ca asya prayatasva" iti ॥
