न च मध्यम उदासीनयोर् मण्डलस्य वा परित्यक्तः, भवांस् तु परित्यक्तः यत्त्वा समुद्युक्तम् उपप्रेक्षन्ते "भूयः क्षय व्ययाभ्यां युज्यताम्, मित्राच् च भिद्यताम्, अथ एनं परित्यक्त मूलं सुखेन उच्छेत्स्यामः" इति ॥
that king has not lost his influence over the Circle of the madhyama and neutral States; but you have lost that power over them who are, therefore, waiting for an opportunity to fall upon you; patiently bear the loss of men and money again; break peace with that friend; then we shall be able to remove him from that stronghold over which he has lost his influence.
english translation
na ca madhyama udAsInayor maNDalasya vA parityaktaH, bhavAMs tu parityaktaH yattvA samudyuktam upaprekSante "bhUyaH kSaya vyayAbhyAM yujyatAm, mitrAc ca bhidyatAm, atha enaM parityakta mUlaM sukhena ucchetsyAmaH" iti ॥
hk transliteration by Sanscriptस भवान् न अर्हति मित्र मुखानाम् अमित्राणां श्रोतुम्, मित्राण्य् उद्वेजयितुम् अमित्रांश् च श्रेयसा योक्तुम्, प्राण संशयम् अनर्थं च उपगन्तुम्" इति यच्छेत् ॥
Hence, it is not worthy of you to lend your ear to those enemies with the face of friends, to expose your real friends to trouble, to help your enemies to attain success, and to involve yourself in dangers costing life and wealth."
english translation
sa bhavAn na arhati mitra mukhAnAm amitrANAM zrotum, mitrANy udvejayitum amitrAMz ca zreyasA yoktum, prANa saMzayam anarthaM ca upagantum" iti yacchet ॥
hk transliteration by Sanscriptतथा अपि प्रतिष्ठमानस्य प्रकृति कोपम् अस्य कारयेद् यथा संघ वृत्ते व्याख्यातं योग वामने च ॥
If without caring for the advice, the enemy proceeds on his own way, the weak king should create disaffection among the enemy's people by adopting such measures as are explained in the chapters, "The Conduct of Corporations," and "Enticement of the enemy by secret contrivances."

tathA api pratiSThamAnasya prakRti kopam asya kArayed yathA saMgha vRtte vyAkhyAtaM yoga vAmane ca ॥

He should also make use of fiery spies and poison.

Against what is described as deserving protection in the chapter, "Safety of his own person," fiery spies and poisoners should be employed (in the enemy's court).
