तस्माद्वै पशवस्सर्वे देवासुरवराः प्रभोः ।। रुद्रः पशुपतिश्चैव पशुपाशविमोचकः ।। २३ ।।

sanskrit

Hence all the gods and Asuras became the animals of the lord. Śiva became the lord of animals. He is the person who unties the nooses of the animals.

english translation

tasmAdvai pazavassarve devAsuravarAH prabhoH || rudraH pazupatizcaiva pazupAzavimocakaH || 23 ||
