Shiva Purana
तदधीशेन तत्रैव प्रत्यक्षं शिवपूजनम् ॥ कृतं च पार्थिवस्यैव विधानेन मुनीश्वराः ॥ ४८ ॥
O great sages, the direct worship of Śiva was performed by the leader then in accordance with the rites of worshipping the earthen phallic image.
english translation
tadadhIzena tatraiva pratyakSaM zivapUjanam ॥ kRtaM ca pArthivasyaiva vidhAnena munIzvarAH ॥ 48 ॥
