रक्षन् धर्मेण भूतानि राजा वध्यांश्च घातयन् । यजतेऽहरहर्यज्ञैः सहस्रशतदक्षिणैः ॥ ३०६ ॥

A king who protects the created beings in accordance with the sacred law and smites those worthy of corporal punishment, daily offers (as it were) sacrifices at which hundred thousands (are given as) fees.

rakSan dharmeNa bhUtAni rAjA vadhyAMzca ghAtayan | yajate'haraharyajJaiH sahasrazatadakSiNaiH || 306 ||

योऽरक्षन् बलिमादत्ते करं शुल्कं च पार्थिवः । प्रतिभागं च दण्डं च स सद्यो नरकं व्रजेत् ॥ ३०७ ॥

A king who does not afford protection, (yet) takes his share in kind, his taxes, tolls and duties, daily presents and fines, will (after death) soon sink into hell.

yo'rakSan balimAdatte karaM zulkaM ca pArthivaH | pratibhAgaM ca daNDaM ca sa sadyo narakaM vrajet || 307 ||

अरक्षितारं राजानं बलिषड्भागहारिणम् । तमाहुः सर्वलोकस्य समग्रमलहारकम् ॥ ३०८ ॥

They declare that a king who affords no protection, (yet) receives the sixth part of the produce, takes upon himself all the foulness of his whole people.

arakSitAraM rAjAnaM baliSaDbhAgahAriNam | tamAhuH sarvalokasya samagramalahArakam || 308 ||

अनपेक्षितमर्यादं नास्तिकं विप्रलुम्पकम् । अरक्षितारमत्तारं नृपं विद्यादधोगतिम् ॥ ३०९ ॥

Know that a king who heeds not the rules (of the law), who is an atheist, and rapacious, who does not protect (his subjects, but) devours them, will sink low (after death).

anapekSitamaryAdaM nAstikaM vipralumpakam | arakSitAramattAraM nRpaM vidyAdadhogatim || 309 ||

अधार्मिकं त्रिभिर्न्यायैर्निगृह्णीयात् प्रयत्नतः । निरोधनेन बन्धेन विविधेन वधेन च ॥ ३१० ॥

Let him carefully restrain the wicked by three methods,- by imprisonment by putting them in fetters, and by various (kinds of) corporal punishments.

adhArmikaM tribhirnyAyairnigRhNIyAt prayatnataH | nirodhanena bandhena vividhena vadhena ca || 310 ||
