संरक्ष्यमाणो राज्ञा यं कुरुते धर्ममन्वहम् । तेनायुर्वर्धते राज्ञो द्रविणं राष्ट्रमेव च ॥ १३६ ॥

Whatever meritorious acts (such a Brahmana) performs under the full protection of the king, thereby the king’s length of life, wealth, and kingdom increase.

saMrakSyamANo rAjJA yaM kurute dharmamanvaham | tenAyurvardhate rAjJo draviNaM rASTrameva ca || 136 ||

यत् किं चिदपि वर्षस्य दापयेत् करसञ्ज्ञितम् । व्यवहारेण जीवन्तं राजा राष्ट्रे पृथग्जनम् ॥ १३७ ॥

Let the king make the common inhabitants of his realm who live by traffic, pay annually some trifle, which is called a tax.

yat kiM cidapi varSasya dApayet karasaJjJitam | vyavahAreNa jIvantaM rAjA rASTre pRthagjanam || 137 ||

कारुकान् शिल्पिनश्चैव शूद्रांश्चात्मोपजीविनः । एकैकं कारयेत् कर्म मासि मासि महीपतिः ॥ १३८ ॥

Mechanics and artisans, as well as Sudras who subsist by manual labour, he may cause to work (for himself) one (day) in each month.

kArukAn zilpinazcaiva zUdrAMzcAtmopajIvinaH | ekaikaM kArayet karma mAsi mAsi mahIpatiH || 138 ||

नोच्छिन्द्यादात्मनो मूलं परेषां चातितृष्णया । उच्छिन्दन् ह्यात्मनो मूलमात्मानं तांश्च पीडयेत् ॥ १३९ ॥

Let him not cut up his own root (by levying no taxes), nor the root of other (men) by excessive greed; for by cutting up his own root (or theirs), he makes himself or them wretched.

nocchindyAdAtmano mUlaM pareSAM cAtitRSNayA | ucchindan hyAtmano mUlamAtmAnaM tAMzca pIDayet || 139 ||

तीक्ष्णश्चैव मृदुश्च स्यात् कार्यं वीक्ष्य महीपतिः । तीक्ष्णश्चैव मृदुश्चैव राज भवति सम्मतः ॥ १४० ॥

Let the king, having carefully considered (each) affair, be both sharp and gentle; for a king who is both sharp and gentle is highly respected.
