अन्नं जगतः प्राणाः प्रावृट्कालस्य चान्नं आयत्तम् । यस्मादतः परीक्ष्यः प्रावृट्कालः प्रयत्नेन ॥ २१-०१ ॥

As food is the support of life and food depends upon rain, it is important to discover the laws of rain by any means.

annaM jagataH prANAH prAvRTkAlasya cAnnaM Ayattam । yasmAdataH parIkSyaH prAvRTkAlaH prayatnena ॥ 21-01 ॥

तल्लक्षणानि मुनिभिर्यानि निबद्धानि तानि दृष्ट्वाइदम् । क्रियते गर्गपराशरकाश्यप वज्रऽदि रचितानि ॥ २१-०२ ॥

I will now proceed to state these laws in accordance with the views of Garga, Parāśara, Kāśyapa, Vajra and others on the subject.

tallakSaNAni munibhiryAni nibaddhAni tAni dRSTvAidam । kriyate gargaparAzarakAzyapa vajra'di racitAni ॥ 21-02 ॥

दैवविदविहितचित्तो द्युनिशं यो गर्भलक्षणे भवति । तस्य मुनेरिव वाणी न भवति मिथ्याम्बुनिर्देशे ॥ २१-०३ ॥

The predictions of an astronomer who pays exclusive attention, both day and night to the indications of rain afforded by pregnant clouds (garbhalakṣaṇa), will as little fail of success as the words of Ṛṣis.

daivavidavihitacitto dyunizaM yo garbhalakSaNe bhavati । tasya muneriva vANI na bhavati mithyAmbunirdeze ॥ 21-03 ॥

किं वातः परं अन्यत् शास्त्रज्यायो अस्ति यद्विदित्वाएव । प्रध्वंसिन्यपि काले त्रिकालदर्शी कलौ भवति ॥ २१-०४ ॥

What science can possibly excel, in interest, the science relating to the prediction of rain, by a thorough study of which one though ignorant in other matters passes for a great astrologer in this Iron Age.

kiM vAtaH paraM anyat zAstrajyAyo asti yadviditvAeva । pradhvaMsinyapi kAle trikAladarzI kalau bhavati ॥ 21-04 ॥

के चिद्वदन्ति कार्तिक शुक्लान्तं अतीत्य गर्भदिवसाः स्युः । न च तन्मतं बहूनां गर्गऽदीनां मतं वक्ष्ये ॥ २१-०५ ॥

Some say that the days of the appearance of the pregnant clouds immediately follow the bright half of the lunar mouth of Kārttika—October and November. This view is however not in accordance with the views of many writers on the subject. We therefore will give here the views of Garga and others.

ke cidvadanti kArtika zuklAntaM atItya garbhadivasAH syuH । na ca tanmataM bahUnAM garga'dInAM mataM vakSye ॥ 21-05 ॥
