तास्वेव होरास्वपरर्क्षगेषु ज्ञेया नरा: पूर्वगुणेषु मध्या: ॥ व्यत्यरतहोराभवनस्थितेषु मर्त्या भवन्त्युक्तगुणैर्विहीना: ॥ २१-५ ॥

Indeed, among those horas when those (planets) are situated in other zodiac signs, the people to be known among the previous categories are mediocre. When those are situated in the contrary horas and zodiac signs, those mortals with those qualities addressed are destitute of those.

english translation

tAsveva horAsvapararkSageSu jJeyA narA: pUrvaguNeSu madhyA: ॥ vyatyaratahorAbhavanasthiteSu martyA bhavantyuktaguNairvihInA: ॥ 21-5 ॥
