स्व पर स्थानीय उपकारयोः स्व स्थानीय उपकारो धान्य पशु हिरण्य कुप्य उपकारो जानपदानाम् आपद्य् आत्म धारणः ॥
Of benefits derived from one's own or a foreign country, benefits derived from one's own country consists of grains, cattle, gold, and raw products and are useful for the maintenance of the people in calamities
english translation
sva para sthAnIya upakArayoH sva sthAnIya upakAro dhAnya pazu hiraNya kupya upakAro jAnapadAnAm Apady Atma dhAraNaH ॥

whereas benefits derived from a foreign country are of the reverse nature.

viparItaH para sthAnIya upakAraH ॥
hk transliteration by Sanscriptइति पीडनानि आभ्यन्तरो मुख्य स्तम्भो बाह्यो अमित्र अटवी स्तम्भः ॥
Such is the group of molestations. Obstruction to movements caused by a chief is internal obstruction; and obstruction to movements caused by an enemy or a wild tribe is external obstruction.

iti pIDanAni Abhyantaro mukhya stambho bAhyo amitra aTavI stambhaH ॥
hk transliteration by Sanscriptताभ्यां पीडनैर् यथा उक्तैश् च पीडितः, सक्तो मुख्येषु, परिहार उपहतः, प्रकीर्णो, मिथ्या संहृतः, सामन्त अटवी हृत इति कोश सङ्ग वर्गः ॥
Such is the group of obstructions. Financial troubles due to the two kinds of obstruction and to the molestations described above are stagnation of financial position, loss of wealth due to the allowance of remission of taxes in favour of leaders, scattered revenue, false account of revenue collected, and revenue left in the custody of a neighbouring king or of a wild tribe.

tAbhyAM pIDanair yathA uktaiz ca pIDitaH, sakto mukhyeSu, parihAra upahataH, prakIrNo, mithyA saMhRtaH, sAmanta aTavI hRta iti koza saGga vargaH ॥
hk transliteration by Sanscriptपीडनानाम् अनुत्पत्ताव् उत्पन्नानां च वारणे । यतेत देश वृद्ध्य् अर्थं नाशे च स्तम्भ सङ्गयोः ॥
In the interests of the prosperity of the country, one should attempt to avoid the cause of troubles, remedy them when they happen, and avert obstructions and financial troubles.

pIDanAnAm anutpattAv utpannAnAM ca vAraNe । yateta deza vRddhy arthaM nAze ca stambha saGgayoH ॥
