"ते ह्य् अस्य सर्वम् अवगृह्य स्वामिवत् प्रचरन्ति ॥
For such persons, having acquired complete dominion over the king, begin to play themselves as the king.

तस्मान् नीतिविदो नवान् अमात्यान् कुर्वीत ॥
Hence he shall employ as ministers such new persons as are proficient in the science of polity.
