तस्माद् अभिजन प्रज्ञा शौच शौर्य अनुराग युक्तान् अमात्यान् कुर्वीत, गुण प्राधान्यात्" इति ॥
Hence he shall employ as ministers such as are born of high family and possessed of wisdom, purity of purpose, bravery and loyal feelings inasmuch as ministerial appointments shall purely depend on qualifications."

tasmAd abhijana prajJA zauca zaurya anurAga yuktAn amAtyAn kurvIta, guNa prAdhAnyAt" iti ॥
