न ह्य् एवंविधं वश उपनयनम् अस्ति भूतानां यथा दण्डः इत्य् आचार्याः ॥
Never can there be a better instrument than the sceptre to bring people under control.

na hy evaMvidhaM vaza upanayanam asti bhUtAnAM yathA daNDaH ity AcAryAH ॥
hk transliteration by Sanscriptन इति कौटिल्यः ॥
"No," says Kautilya.

na iti kauTilyaH ॥
hk transliteration by Sanscriptतीक्ष्ण दण्डो हि भूतानाम् उद्वेजनीयो भवति ॥
; for whoever imposes severe punishment becomes repulsive to the people.

tIkSNa daNDo hi bhUtAnAm udvejanIyo bhavati ॥
hk transliteration by Sanscriptमृदु दण्डः परिभूयते ॥
while he who awards mild punishment becomes contemptible.

mRdu daNDaH paribhUyate ॥

But whoever imposes punishment as deserved becomes respectable.
