निर्याणे अभियाने च राज मार्गम् उभयतः कृत आरक्षं शस्त्रिभिर् दण्डिभिश् च अपास्त शस्त्र हस्त प्रव्रजित व्यङ्गं गच्छेत् ॥
On the occaision of going out of, and coming into (the capital), the king‟s road shall on both sides be well guarded by staff-bearers and freed from the presence of armed persons, ascetics, and the cripple (vyanga).

न पुरुष सम्बाधम् अवगाहेत ॥
they are policed by bands of „The Ten Communities.‟ (dasavargikadhishthitáni).

He shall go to witness festive trains, fairs (yátra), procession, or sacrificial performances only.

Just as he attends to the personal safety of others through the agency of spies,

तथा अयम् अन्य आबाधेभ्यो रक्षेद् आत्मानम् आत्मवान् ॥
so a wise king shall also take care to secure his person from external dangers.
