स तच् चक्षुः ॥
They are his eyes.

तस्माद् इमं द्व्य् अक्षं सहस्र अक्षम् आहुः ॥
Hence he is called thousand-eyed though he possesses only two eyes.

आत्ययिके कार्ये मन्त्रिणो मन्त्रि परिषदं च आहूय ब्रूयात् ॥
In works of emergency, he shall call both his ministers and the assembly of ministers (mantrino mantriparishadam cha), and tell them of the same.

तत्र यद् भूयिष्ठा ब्रूयुः कार्य सिद्धि करं वा तत् कुर्यात् ॥
He shall do whatever the majority (bhúyishtháh) of the members suggest or whatever course of action leading to success (káryasiddhikaram va) they point out.

कुर्वतश् च न अस्य गुह्यं परे विद्युश् छिद्रं विद्यात् परस्य च । गूहेत् कूर्म इव अङ्गानि यत् स्याद् विवृतम् आत्मनः ॥
And while doing any work. None of his enemies (pare) shall know his secret, but he shall know the weak points of his enemy. Like a tortoise he shall draw in his limbs that are stretched out.
