ये च कारणाद् अभिक्रुद्धास् तान् अर्थ मानाभ्यां शमयेत्, अकारण क्रुद्धांस् तूष्णीं दण्डेन, राज द्विष्ट कारिणश् च ॥
. He shall appease with offer of wealth and honour those who have had some well known cause to be disaffected, and impose punishments in secret on those who are for no reason disaffected or who are plotting against the king.
