Arthashastra
एवं आदिषु कलह स्थानेषु स्वयम् उत्पन्ने वा कलहे तीक्ष्णैर् उत्पादिते वा हीन पक्षं राजा कोश दण्डाभ्याम् उपगृह्य विगुणेषु विक्रमयेद् अपवाहयेद् वा ॥
Thus in these and other kinds of brawls which have originated of themselves or which have been brought about by spies, the conqueror should help the inferior party with men and money and set them against the wicked or cause them to migrate (to other parts of the country).
english translation
evaM AdiSu kalaha sthAneSu svayam utpanne vA kalahe tIkSNair utpAdite vA hIna pakSaM rAjA koza daNDAbhyAm upagRhya viguNeSu vikramayed apavAhayed vA ॥
