आरण्यो अग्निर् इव हि दुःख अमर्षजं तेजो विक्रमयति ॥

for when provoked by causing him troubles and anger, an inferior king, like a wild fire, will attack his enemy.

AraNyo agnir iva hi duHkha amarSajaM tejo vikramayati ॥

मण्डलस्य च अनुग्राह्यो भवति ॥

and will also be favoured by (his) Circle of States.

संहितश् चेत् "पर प्रकृतयो लुब्ध क्षीण अपचरिताः प्रत्यादान भयाद् वा न उपगच्छन्ति" इति पश्येद्द् हीनो अपि विगृह्णीयात् ॥

When a king in peace with another finds that greedy, .impoverished, and oppressed as are the subjects of his ally, they do not yet immigrate into his own territory lest they might be called back by their master, then he should, though of inferior power, proclaim war against his ally.

saMhitaz cet "para prakRtayo lubdha kSINa apacaritAH pratyAdAna bhayAd vA na upagacchanti" iti pazyedd hIno api vigRhNIyAt ॥

विगृहीतश् चेत् "पर प्रकृतयो लुब्ध क्षीण अपचरिता विग्रह उद्विग्ना वा मां न उपगच्छन्ति" इति पश्येज् ज्यायान् अपि संधीयेत, विग्रह उद्वेगं वा शमयेत् ॥

When a king at war with another finds that greedy, impoverished, and oppressed as are the subjects of his enemy, still they do not come to his side in consequence of the troubles of war, then he should, though of superior power, make peace with his enemy or remove the troubles of war as far as possible.

vigRhItaz cet "para prakRtayo lubdha kSINa apacaritA vigraha udvignA vA mAM na upagacchanti" iti pazyej jyAyAn api saMdhIyeta, vigraha udvegaM vA zamayet ॥

व्यसन यौगपद्ये अपि "गुरु व्यसनो अस्मि, लघु व्यसनः परः सुखेन प्रतिकृत्य व्यसनम् आत्मनो अभियुञ्ज्याद्" इति पश्येज् ज्यायान् अपि संधीयेत ॥

When one of the two kings at war with each other and equally involved in trouble finds his own troubles to be greater than his enemy's, and thinks that by getting rid of his (enemy's) trouble his enemy can successful wage war with him, then he should, though possessing greater resources, sue for peace.

vyasana yaugapadye api "guru vyasano asmi, laghu vyasanaH paraH sukhena pratikRtya vyasanam Atmano abhiyuJjyAd" iti pazyej jyAyAn api saMdhIyeta ॥
