गुणवतीम् आदेयां वा भूमिं बलवता क्रयेण याचितः संधिम् अवस्थाप्य दद्यात् ॥
When a king of immense power compels another to sell a portion of the latter's fertile territory of which the former is very fond, then the latter may make an agreement with the former and sell the land.
english translation
guNavatIm AdeyAM vA bhUmiM balavatA krayeNa yAcitaH saMdhim avasthApya dadyAt ॥

This is what is termed "unconcealed peace" (anibhritasandhih).

hk transliteration by Sanscriptसमेन वा याचितः कारणम् अवेक्ष्य दद्यात् "प्रत्यादेया मे भूमिर् वश्या वा, अनया प्रतिबद्धः परो मे वश्यो भविष्यति भूमि विक्रयाद् वा मित्र हिरण्य लाभः कार्य सामर्थ्य करो मे भविष्यति" इति ॥
When a king of equal power demands land from another as above, then the latter may sell it after considering "whether the land can be recovered by me, or can be kept under my control.whether my enemy can be brought under my power in consequence of his taking possession of the land; and whether I can acquire by the sale of the land friends and wealth, enough to help me in my undertakings."
english translation
samena vA yAcitaH kAraNam avekSya dadyAt "pratyAdeyA me bhUmir vazyA vA, anayA pratibaddhaH paro me vazyo bhaviSyati bhUmi vikrayAd vA mitra hiraNya lAbhaH kArya sAmarthya karo me bhaviSyati" iti ॥

This explains the case of a king of inferior power, who purchases lands.

tena hInaH kretA vyAkhyAtaH ॥
hk transliteration by Sanscriptएवं मित्रं हिरण्यं च सजनाम् अजनां च गाम् । लभमानो अतिसंधत्ते शास्त्रवित् सामवायिकान् ॥
Whoever, well versed in the science of polity, thus acquires friends, wealth, and territory with or without population will overreach other kings in combination with him.

evaM mitraM hiraNyaM ca sajanAm ajanAM ca gAm । labhamAno atisaMdhatte zAstravit sAmavAyikAn ॥
