महा क्षय व्यय निवेशां तु भूमिम् अवाप्तु कामः पूर्वम् एव क्रेतारं पणेत दुर्बलम् अराज बीजिनं निरुत्साहम् अपक्षम् अन्याय वृत्तिं व्यसनिनं दैव प्रमाणं यत् किंचन कारिणं वा ॥
The king who is desirous of getting back the land sold for colonization to another when the latter has lost his men and money in colonizing it, should first make an agreement with such a purchaser as is weak, base-born, devoid of energy, helpless, of unrighteous character, addicted to evil ways, trusting to fate, and indiscreet in his actions.
english translation
mahA kSaya vyaya nivezAM tu bhUmim avAptu kAmaH pUrvam eva kretAraM paNeta durbalam arAja bIjinaM nirutsAham apakSam anyAya vRttiM vyasaninaM daiva pramANaM yat kiMcana kAriNaM vA ॥
hk transliteration by Sanscriptमहा क्षय व्यय निवेशायां हि भूमौ दुर्बलो राज बीजी निविष्टः सगन्धाभिः प्रकृतिभिः सह क्षय व्ययेन अवसीदति ॥
When the colonization of a land entails much expenditure of men and money, and when a weak and base-born man attempts to colonize it, he will perish along with his people in consequence of his loss of men and money.
english translation
mahA kSaya vyaya nivezAyAM hi bhUmau durbalo rAja bIjI niviSTaH sagandhAbhiH prakRtibhiH saha kSaya vyayena avasIdati ॥
hk transliteration by Sanscriptबलवान् अराज बीजी क्षय व्यय भयाद् असगन्धाभिः प्रकृतिभिस् त्यज्यते ॥
Though strong, a base-born man will be deserted by his people who do not like him lest they may come to grief under him.
english translation
balavAn arAja bIjI kSaya vyaya bhayAd asagandhAbhiH prakRtibhis tyajyate ॥
hk transliteration by Sanscriptनिरुत्साहस् तु दण्डवान् अपि दण्डस्य अप्रणेता सदण्डः क्षय व्ययेन अवभज्यते ॥
though possessing an army, he cannot employ it if he is devoid of energy; and such an army will perish in consequence of the loss incurred by its master
english translation
nirutsAhas tu daNDavAn api daNDasya apraNetA sadaNDaH kSaya vyayena avabhajyate ॥
hk transliteration by Sanscriptकोशवान् अप्य् अपक्षः क्षय व्यय अनुग्रह हीनत्वान् न कुतश्चित् प्राप्नोति ॥
though possessing wealth, a man who hesitates to part with his money and shows favour to none, cannot find help in any quarter.
english translation
kozavAn apy apakSaH kSaya vyaya anugraha hInatvAn na kutazcit prApnoti ॥
