न च अनिवेद्य संस्था अध्यक्षस्य पुराण भाण्डानाम् आधानं विक्रयं वा कुर्युः ॥
No person shall, without giving information to the superintendent of commerce, mortgage or purchase for himself any old or second-hand article.
english translation
na ca anivedya saMsthA adhyakSasya purANa bhANDAnAm AdhAnaM vikrayaM vA kuryuH ॥
hk transliteration by Sanscriptतच् चेन् निवेदितम् आसाद्येत, रूप अभिगृहीतम् आगमं पृच्छेत् "कुतस् ते लब्धम्" इति ॥
On receiving information regarding the sale or mortgage of old articles, the Superintendent shall ask the owner how he came by it.
english translation
tac cen niveditam AsAdyeta, rUpa abhigRhItam AgamaM pRcchet "kutas te labdham" iti ॥
hk transliteration by Sanscriptस चेत् ब्रूयात् "दायाद्याद् अवाप्तम्, अमुष्माल् लब्धं क्रीतं कारितम् आधि प्रच्छन्नम्, अयम् अस्य देशः कालश् च उपसम्प्राप्तेः, अयम् अस्य अर्घः प्रमाणं लक्षणं मूल्यं च" इति, तस्य आगम समाधौ मुच्येत ॥
He may reply: it has been inherited; it has been received from a third person; it is purchased by himself; or it has been made to order; or it is a secret pledge; he may definitely state that the time and place when and where it came into being. Or he may adduce evidence as to the price and commission (kshanamúlyam) for which it was purchased. If his statement regarding the antecedent circumstances of the article is found to be true, he shall be let off.

sa cet brUyAt "dAyAdyAd avAptam, amuSmAl labdhaM krItaM kAritam Adhi pracchannam, ayam asya dezaH kAlaz ca upasamprApteH, ayam asya arghaH pramANaM lakSaNaM mUlyaM ca" iti, tasya Agama samAdhau mucyeta ॥
hk transliteration by Sanscriptनाष्टिकश् चेत् तद् एव प्रतिसंदध्यात्, यस्या पूर्वो दीर्घश् च परिभोगः शुचिर् वा देशस् तस्य द्रव्यम् इति विद्यात् ॥
If the article in question is found to be the one lost by another person whose deposition regarding the antecedent circumstances of the article in no way differs from the previous story, the article shall be considered to belong to that person who is found to have long been enjoying it and whose life is very pure.

nASTikaz cet tad eva pratisaMdadhyAt, yasyA pUrvo dIrghaz ca paribhogaH zucir vA dezas tasya dravyam iti vidyAt ॥

For while even quadrupeds and bipeds are found to bear such common evidences of identification as colour, gait and form, can there be any difficulty in identifying such articles as, in the form of raw materials, jewels, or vessels, are the product of a single source, definite materials, a particular manufacturer for a definite purpose?
